Her parents, Zubaida and Mahmood Ahmed, were from Pakistan and the Mirpur region of Pakistan-occupied Kashmir. She was born in Birmingham.

As a surprising contender, Mahmood is referred to as a dark horse. Her stance on immigration is strict. For instance, she wants to double the time it takes for migrants to obtain permanent status in the UK, from five to ten years.
Along with Rushanara Ali and Yasmin Qureshi, Shabana was elected as one of the first Muslim women to serve as a Member of Parliament in 2010. She was the first Muslim woman to hold the position of Home Secretary, having previously served as Justice Secretary before to being appointed in a 2025 cabinet reshuffle.

Premiership in turmoil for Starmer over Epstein files
A disastrous week for Prime Minister Keir Starmer, whose career is currently in jeopardy due to a problem involving the choice of Peter Mandelson as the UK’s ambassador to Washington, has been followed by the abrupt focus on Mahmood and other leadership candidates.
The UK’s ruling party has been rocked by the disclosure of Mandelson’s previous connections to convicted paedophile financier Jeffrey Epstein, who passed away in a New York prison in 2019.
When Morgan McSweeney, Starmer’s chief of staff and closest aide, quit to accept full responsibility for Mandelson’s appointment, the crisis worsened. The purpose of this was to divert Starmer’s direct responsibility.
But according to Bloomberg, a lot of MPs think the PM ought to “own the error” himself.
According to some aides, it is 50-50 that Starmer will even make it through the week, given his record low approval ratings and his “weak and vulnerable” posture according to opinion polls.

Shabana Mahmood’s odds are now set at 9/1, which indicates an approximately 10% chance of winning, by bookmakers that are authorized in the UK. However, Bloomberg said that she is a strong dark horse candidate because of her reputation as someone who may close the divide between Muslim voters and the party’s right wing.
In order for her to become premier, Starmer would have to step down or face expulsion through a leadership challenge, which calls for the support of at least 81 Labour MPs, or 20% of the party’s members in the Commons.
