A young civil officer, whom many would have thought of as a model of achievement and potential was the subject of a corruption investigation in Rajasthan. The Anti-Corruption Bureau (ACB) has arrested a Rajasthan Administrative Services (RAS) officer, Kajal Meena, a 2024 batch officer, in an alleged bribery scandal involving a land dispute.
The arrest has also attracted considerable media focus not only owing to the accusations, but also owing to Meena being an academic and professional high achiever in terms of being a topper at RAS.
When trap is operated, there is arrest
Officials said that the ACB undertook a planned trap operation in the Nadoti town of Karauli district, after a complaint was received. The complainant had asserted that he was being required to pay money in order to have a final decree in a land related case.
Investigators said an initial demand of ₹1 lakh was made, which was later negotiated down. In the process, Meena and two of her employees were reportedly caught as they accepted the ₹60,000.
Of this, authorities argue that ₹50,000 was supposed to go to the officer, and 10,000 to her office assistant. In the raid, police also claimed to have recovered another ₹4 lakh in cash in a bag belonging to the accused.
A case has been filed under Prevention of Corruption Act and more enquiry is being done.
Who is Kajal Meena?
The 2024 entrant to the Rajasthan Administrative Services, Kajal Meena was viewed as one of the promising recruits in the state bureaucracy. She had achieved the highest rank under the category of Scheduled Tribe in the RAS examination.

She obtained her B prior to joining civil services. Electrical Engineering Tech in IIT Mandi, one of the best institutions in the country. It was said to be her first field work as a Sub-Divisional Magistrate (SDM).
Her experience of coming out of a good engineering school to become a civil servant had been a role model to many applicants.

In the wake of her arrest, an old video of an interview in which Meena is mocked has surfaced. She talked of her ambition to make a positive change to the society by serving in the administration in the clip.
The comparison of such aspirations with the present accusations has sparked off intense responses, particularly on social media, where a number of users are raising questions as to how such cases can arise so early in the career of a public servant.
What lies ahead
The police have also said that the investigation will look into the greater role played by all the people involved and also confirm where the extra cash found.
As of today, Kajal Meena is still under investigation, and the case is going to be handled according to the law. There are broader questions of accountability and integrity in administrative systems as well posed by the incident with regard to newly appointed officers.
The end result of the investigation should be heavily monitored, as the character of the suspect and the charges pressed are both taken into account.
